Four (4) qualifiers each from the Canton Hoover, Lake Catholic, West Branch, and Walsh Jesuit Sectional Tournaments.
Four (4) qualifiers from the Highland Sectional Tournament to the District in the Northwest.
Four (4) qualifiers from each weight class qualify to the State Tournament.

I. FINANCIAL REPORT: One copy will be received by the Manager from the State Office of the OHSAA. One copy is to be sent to the Treasurer of the Northeast District Board and one is to be kept by the Manager in his/her files. Within 45 days after the completion of the tournament, complete and send to the Treasurer his copy for approval. Should there be a profit from the tournament, send this money along with the report. Make the check payable to the Northeast District Athletic Board. Once the Treasurer has received your report, he will approve and return a copy along with a receipt for any money sent. Should there be a deficit, the Treasurer will approve your report and will return a copy along with a Board check to cover the deficit.
TOURNAMENT PERSONNEL REPORT is to be submitted to the Treasurer along with the financial report, and must include every individual that receives payment for services. Total payment on the tournament personnel report must equal the SUB-TOTAL under services.

II. PROCEDURE IN MAKING PAIRINGS FOR SECTIONAL MEETS: Note: It is suggested that the Thursday preceding the Tournament be the earliest date to conduct pairings. The procedure in making pairings for the Sectionals should be duplicated and sent to all coaches before the meeting takes place.
At the Sectional Tournament, the tournament manager will establish the drawing and seeding procedure and then not deviate from that procedure. He must:
A. Provide pairing bracket sheets for the coaches (one for each weight class). A sample bracket should be on display for all to see and record. Copies of the completed bracket for each weight class should be available for all the coaches at the end of the drawing.
B. Check the number of contestants on the official entry blank from each school. All substitutes should be on the entry list. If coaches are contemplating a change of weight class for a wrestler, his name MUST appear on the entry list in both weight classes. Blue carbon copy of weights must be on file.
C. Count the entries in each weight class and confirm names with the coaches.
D. Determine the number of byes on the bracket sheet. Byes shall be distributed evenly and randomly throughout the bracket. No quarter or half bracket shall have more than one bye in excess of its paired bracket.
E. Determine the number of seeds and place seeded wrestlers (according to the National Federation Scholastic Wrestling Guide) on the bracket based on ...
Seeding for the Sectional will be based on the following criteria:

4. Returning State Placewinner, different weight
5. Returning District Champion, same weight
6. Returning District Champion, different weight
7. Returning District 2nd or 3rd, same weight
8. Returning District 2nd or 3rd , different weight
9. Returning District 4th or 5th, same weight
10. Returning District 4th or 5th, different weight
11. Returning District 6th, same weight
12. Returning District 6th, different weight
13. Returning Sectional Champion, same weight
14. Returning Sectional 2nd or 3rd Placewinner, same weight
15. Returning Sectional 4th or 5th Placewinner, same weight
16. Returning Sectional Champion, different weight
17. Returning Sectional 2nd or 3rd Placewinner, different weight
18. Won-Loss Record (by Percentage) for the season (minimum 8 matches). In the event of a tie in percentage, the most wins will receive the seed. If this does break the tie, coaches vote will determine the seed.

F. Draw in, by alphabetical order of school name, as listed in the directory the remaining contestants.
Rotate the order of the draw for successive weights.
* Note - Redraw the bracket if any seeded wrestler drops out
prior to weigh in or fails to make weight.
G. Weigh in: Rule 4, Section 5, Articles 2, 3, 4, 5, 6, and 7, Page 15 of the Federation Rule Book.
H. For overtime matches use criteria in the Federation Rule Book, Rule 6,

III. OFFICIALS: Officials who work the Sectional and District Wrestling Tournaments must be registered with the OHSAA. Officials are selected by an OHSAA committee assigning each official to a specific pool (State, District, Sectional, Alternate) based on ratings from various sources. It is mandatory to determine that officials possess a "Registered Official's Permit."
V. OFFICIALS PAY:
SECTIONALS: $245 per official for the tournament, plus a travel payment of $1.00 per mile (one way) will be given at mile 51 from the officials directory address to the tournament site.
DISTRICT: $315 per official for the tournament, plus a travel payment of $1.00 per mile (one way) will he given at mile 51 from the officials directory address to the tournament site.
VI. MANAGER'S FEE:
SECTIONALS: Flat fee of $225 plus $5.00 per team plus 1% of the Gross Receipts, not to exceed $400.
DISTRICTS: Flat fee of $275 plus 1% of the Cross Receipts, not to exceed $500
VII. TIMERS, SCORERS, ETC.: It is recommended that the timers, scorers, clerks, and announcers be paid up to $25 per session. Other specialized help, such as physicians, police, gate, and custodial help will be paid the local prevailing rates. Managers shall select and employ sufficient help to conduct the tournament efficiently.
VIII. PHYSICIAN: It is mandatory that a physician be present at all sessions of each Sectional and District Tournament.
IX. GAMES COMMITTEE: Each wrestling meet games committee shall be composed of the Tournament Manager and the #1 and #2 rated officials to deal with injury situations only in accordance with Rule 10-2-5.
X. ADMISSIONS:
1. Sectionals/Districts. No pre-sale. Ticket prices will be $6.00 for Adults and $4.00 for Students. A separate charge is to be made for each session, even when there are two sessions in one day.
2. THERE WILL BE NO PARKING CHARGES AT MIDDLE SCHOOLS OR HIGH SCHOOL TOURNAMENT SITES. The

XII. TROPHIES:
1. Sectionals. None.
2. Districts. Trophies and individual awards are ordered by the State Office and are sent directly to the Tournament Manager by the supplier. As soon as they are received cartons should be opened and checked.
XIII. HOSPITALITY: There is a maximum of $300.00 allotted. If additional is needed, you must get District Board approval.
