WRESTLING – TOURNAMENT REGULATIONS

I. MANAGEMENT PERSONNEL – RESPONSIBILITIES

1. Prepares and distributes all regulations and such correspondences as NEDAB (hereinafter the Board) shall direct.

1. Prepares and distributes all financial forms, other than those of the State Office, as required by the board.
2. Receive and approve all financial reports from the respective Tournament Manager. Upon approval, Treasurer shall return a copy to the Tournament Manager, along with a receipt for any profit or Board check to cover the deficit.
3. Prepare a composite financial report to include all sectional and district tournaments for which the Board is responsible and distribute these to the Board and Tournament Manager.
C. TOURNAMENT MANAGER – as named in contract
1. Adhere to the contest dates as established by the District Board.
2. Approve all expenditures, including number of personnel necessary to be employed to conduct a safe and fair contest, at each site.
a. Additional employee requirements may be dictated by the Board for some sports. Specific information to be included with Sport Specific regulations.
b. Each Tournament Manager is authorized to approve the hiring of people, who in his judgment, are necessary to conduct a safe and fair tournament.
c. It is noted that the NEDAB expects each tournament manager to use his best judgment in approval of personnel and their fees in order to keep costs at a minimum.
3. Assign all contracted officials.
4. Maintain a checking account, depositing all receipts and paying all bills, including wages at all sites, by check.
5. Prepare a Financial Report submit to the Treasurer for approval.
6. TOURNAMENT MANAGERS FEES – The Manager’s fee for Sectionals shall be $225.00 flat fee, plus $5.00 per team, plus 1% of the Total Gross Receipts, the total sum not to exceed $400.00. The Manager’s fee for Districts shall be a flat fee of $275.00, plus 1% of the Gross Receipts, the total sum not to exceed $500.00
II. TOURNAMENT PROCEDURES
A. ENTRY FORMS – The official entry form and current eligibility certificate must be in the hands of the Sectional Tournament Manager one (1) week before the date of the tournament.
B. MEETING – It is suggested that the Thursday preceding the Tournament be the earliest date to conduct pairings. The procedure in making pairings for the Sectional Tournament should be duplicated and sent to all coaches before the meeting takes place.
C. SEEDING & DRAW PROCEDURES – The Tournament Manager will establish the drawing and seeding procedures and then not deviate from that procedure. He must:
1. Provide pairing bracket sheets for the coaches (one for each weight class). A sample bracket should be on display for all to see and record. Copies of the completed bracket for each weight class should be available for all the coaches at the end of the drawing.
2. Check the number of contestants on the official entry blank from each school. All substitutes should be on the entry list. If coaches are contemplating a change of weight class for a wrestler, his name MUST appear on the entry list in both weight classes. Blue carbon copy of weights must be on file.
3. Check entries in each weight class and confirm names with the coaches.
4. Determine the number of byes on the bracket sheet. Byes shall be distributed evenly and randomly throughout the bracket. No quarter or half bracket shall have more than one by in excess of its paired bracket.
5. Determine the number of seeds and place seeded wrestlers (according to the National Federation Scholastic Wrestling Guide) on the bracket based on the following criteria, see attached page, “Sectional Wrestling Seeding Criteria”.
6. Draw in, by alphabetical order of school name, as listed in the OHSAA directory for the remaining contestants. Rotate the order of the draw for successive weights. If a computer program is used that randomly draws in un-seeded wrestlers, its randomization procedure can be used in place of a manual draw.
D. RE-DRAW – only redraw a bracket if a wrestler drops out prior to weigh-ins or fails to make weight AND this causes the number of byes to be unevenly distributed. If a seeded wrestler drops out or fails to make weight, the lower seeds will move up and any remaining seeds will be filled (if there was anyone who did not get seeded and is seedable). Any name changes in unseeded wrestlers or unseeded wrestlers who drop out and do not cause the byes to be unbalanced, will not cause brackets to be re-drawn –just change names or replace drop outs with byes. – NO EXCEPTIONS.
E. WEIGH INS – Weigh-ins will be conducted at the tournament site prior to the first-day competition in accordance with NF Rule 4-5-3. Weigh-ins for subsequent day(s) may be conducted during the evening preceding each subsequent day(s) competition. The tournament manager shall set weigh-ins within these limits.
F. OVERTIME MATCHES – For overtime matches use criteria in the Federation Rule Book, Rule 6, Section 7, Article 1 – NO EXCEPTIONS.
G. GAMES COMMITTEE – Each wrestling tournament must have a games committee which is composed of the Tournament Manager and the #1 and #2 rated official. This committee is to deal with injury situations only in accordance with Rule 10-2-5.
III. FINANCIAL ITEMS AND REPORTS
A. REPORT FORMS – Financial forms will be sent directly to the Tournament Manager from the State Office. Financial Report Forms are also available online at: http://www.ohsaa.org/financial/reports.htm. The Tournament Manager will prepare and submit to the District Treasurer a Financial Report which shows all expenditures. If the tournament operates at a profit, complete the report, send a check made payable to the Northeast District Athletic Board along with the report. The Treasurer will review the report and return an approved copy along with a receipt for any monies sent.
B. DEFICIT OPERATION – If a Tournament Manager finds that his tournament is operating at a deficit, pay tournament officials, and other personnel only. It is anticipated that tournament receipts will be sufficient to do this. Immediately following the conclusion of the tournament, send a Tournament Financial Report to the Treasurer for his approval. A Board check to cover the deficit will be sent to the Tournament Manager along with an approved copy of his report.
C. TOURNAMENT PERSONNEL REPORT – This is to be submitted to the Treasurer along with the Financial Report and must include every individual that receives payment for services. Total payment on the tournament personnel report must equal the SUB-TOTAL under services.
D. TOURNAMENT SITE INSPECTION – Return the Tournament Site Inspection form completed and signed to the Secretary of the District BEFORE the tournament begins.
E. TOURNAMENT AGREEMENT FORM – Return one copy of the Agreement Form, properly signed, to the Secretary of the District Board BEFORE the tournament begins.
F. TEAM PARTICIPANT FORM – It is no longer necessary to complete and send this form to the OHSAA Office in any team sport.
G. MEDICAL ASSISTANCE – It is mandatory that a physician be present at all sessions of each Sectional and District Tournament. This is a legitimate tournament expense.
H. HOSPITALITY – There is a maximum of $300.00 allotted. If additional money is needed, you must get District Board approval.
IV. LATE ENTRIES / WITHDRAWALS
A. Schools have been assigned on the basis of information provided by the Ohio High School Athletic Association Office, and it is generally expected that there will be no more teams or individuals requesting admission. However, there is a provision for the Commissioner of the OHSAA to approve late entries for the tournament.
1. LATE ENTRY REQUESTS – Applications must submit a “Petition Letter of Entry” to the Commissioner, 4080 Roselea Place, Columbus, OH 43214 and will be accompanied by a fee of $150.00. Once a decision is made according to OHSAA policy the District Board Secretary will be immediately notified.
2. WITHDRAWALS – Applications must submit a “Petition Letter of Withdrawal” to the Commissioner, 4080 Roselea Place, Columbus, OH 43214 and will be accompanied by a fee of $150.00. Once a decision is made according to OHSAA policy the District Board Secretary will be immediately notified.
3. Tournament managers are not to handle late entry requests and may permit a team, or individual, into the tournament only after being notified by the district board secretary.
V. SITES
A. SITES – Tournament sites are determined by NEDAB prior to season.
B. SPECIAL EVENTS – Managers should be aware of special evens such as winter formals, testing dates, etc. and work around such events when possible.
VI. OFFICIALS
A. SECTIONAL and DISTRICT – Officials who work the Sectional and District Tournaments must be registered with the OHSAA. Officials are selected by an OHSAA committee assigning each official to a specific pool (State, District, Sectional or Alternate) based on ratings from various sources. It is mandatory to determine that officials possess a “Registered Official’s Permit”.
B. All officials will be assigned to the Sectional/District Tournament according to their listing in the OHSAA pools. State pool officials will be used first, then District pool officials, Sectional pool and Alternate pool officials until all official assignments are completed. It is important to understand that every official in each pool is considered equal.
C. Assignment of officials shall be made by the District Athletic Board’s officials committee. Head officials for the sectional tournament sites will be selected from the State Pool of officials and the head officials for the District Tournament will be selected from the head officials at the sectional tournaments. The number of tournament sites may vary each year.
D. District Officials selected MUST work their assignment in the Sectional Tournament in order to qualify for the District Tournament assignment.
E. Six (6) officials will be used at each Sectional Tournament and twelve (12) officials will be used at each District Tournament.
F. FEES - Sectional and District:
1. Sectional Officials - $245.00 plus travel allowance
2. District Officials - $315.00 plus travel allowance
3. Travel Allowance for all sectional and district officials is as follows - $1.00 per mile, one way, in excess of 50 miles.
4. To determine travel payments, managers will use MapQuest or similar internet mapping programs. Managers are responsible for determining the correct amount to be paid to each official. Where practical, the manager should have checks ready no later than the conclusion of the tournament.
5. If an official is notified of a cancellation, or rescheduling, of a tournament contest prior to departure the official will not receive any compensation. A telephone call to the contact number provided by the official at least one hour prior to the normal departure time will be considered sufficient notice. If an official is notified in route, the official will receive the travel payment but not the game fee. In these cases, the payment will be a minimum of $20.00. If after beginning the game and it is interrupted and not completed the official will receive full compensation.
G. SUPPORT PERSONNEL – It is recommended that the timers, scorers, clerks and announcers be paid up to $25.00 per session. Other specialized help, such as physicians, police, gate and custodial help are to be paid the local prevailing rates. Managers shall select and employ sufficient help to conduct the tournament efficiency.
VII. ADMISSION
A. PRICES – No pre-sale tickets will be offered. All tickets at the gate will be $4.00 per student, $6.00 per adult. These ticket prices are for both Sectional and District Tournaments. Senior Citizens are to pay the adult fee, $6.00.
B. TEAM PASSES – Tournament Packets will include a PASS LIST which is to be used at all sessions. The official PASS LIST is to be certified by the administrative head of the school and will include typewritten names of all players, head coach, assistant coaches, manager(s) and the driver(s) transporting wreslters.
C. PARKING – NEDAB does not support parking fees assessed at District and Sectional tournament sites. If sites choose to provide fundraising opportunities to organizations a maximum charge of $2.00 should be charged and it should be clearly posted who the benefactor is for fees collected. Where a parking fee is required by municipal agreement (and exceeds $2.00) the NEDAB must be notified in writing of the arrangement prior to the start of the tournament.
VIII. MEDIA
A. PRESS / PHOTOGRAPHERS – Shall be granted free admission upon presentation of proper credentials at the pass gate for the purpose of reporting the event.
IX. EQUIPMENT
A. EQUIPMENT / SUPPLIES - If a Tournament Manager deems it necessary to have other equipment and/or supplies, he shall get the approval of the NEDAB before making any purchase requiring expenditure of funds. The Tournament Manager shall make every effort to move such items as needed, from site to site to avoid duplicate of expenditures.
X. AWARDS
A. No awards for Sectionals
B. District awards are purchased by the State Office and shipped to the District Manager. Upon receipt of awards verify accuracy and notify the State Office immediately of any damage or shortage.
C. No other awards are to be given at either the Sectional or District Tournament.

SECTIONAL WRESTLING SEEDING CRITERIA - 2012
The purpose of the Seeding Procedures is as follows:
- To separate the best wrestlers at the sectional level.
- To allow the tournament to start on time and run in an orderly fashion.
Seeding for the Sectional will be based on the following criteria:
1. Returning State Place winner any weight (1 through 8)
2. Returning District Place winner any weight (1 through 6)
3. Returning Sectional Place winner any weight (1 through 3)
4. Won-Loss Record (By Percentage) for the season (minimum 12 Matches)
In the event of a tie in percentage, the most wins will receive the seed.
If this does not break the tie, coach’s vote will determine the seed.
5. Returning Sectional 4th or 5th Place winner any weight.
• The higher place winner, at each level, is seeded higher
• If a tie in criteria, wrestler at higher weight previous year gets higher seed.
• If previous criteria doesn’t break tie, move to next criteria.
• All wrestlers with a .500 or better record, minimum 12 matches, MUST be seeded to a maximum of 8 wrestlers per weight class.
• Previous year’s tournament placer MUST have been in the OHSAA tournaments.
• A returning place winner can be from division I, II or III.
