NORTHEAST DISTRICT ATHLETIC BOARD BOYS AND GIRLS BASKETBALL REGULATIONS SECTIONAL AND DISTRICT TOURNAMENTS 2008

I. FINANCIAL REPORT: Each Manager will receive three (3) Financial Report blanks from the State Office of the OHSAA. One should be used as a work copy, one copy is to be sent to the Treasurer of the Northeast District Board, and one copy is to be sent to the State Office of the OHSAA in Boys Basketball only, As quickly as possible after the completion of the Tournament, complete and send to the Treasurer his copy for approval. Should there be a profit from the Tournament, send this money along with the report. Make the check payable to the Northeast District Athletic Board. Once the Treasurer has received your report, he will approve and return a copy, along with a receipt for any money sent. Should there be a deficit, the Treasurer will approve your report and will return a copy, along with a Board check to cover the deficit in Boys Basketball only, Send the OHSAA's copy to the Commissioner's office with a check for the State's share of the Tournament Receipts after an approved copy is received back from the District Board Treasurer. This approved copy may serve as the Manager's file copy.

  TOURNAMENT PERSONNEL REPORT is to be submitted to the Treasurer along with the financial report, and must include every individual that receives payment for services. Total payment on the tournament personnel report must equal the SUB-TOTAL under services.

  It is suggested that the Manager hold the State copy of his Financial Report until he/she has an approved copy back from the Treasurer incase any corrections need to be made.

II. COMBINED SECTIONAL/DISTRICT TOURNAMENTS: Two (2) Financial Reports must be filed.  File one for the Sectional and one for the District, as these are actually two (2) tournaments being played at the same site.

III. ADMISSION PRICES: BOYS AND GIRLS: SECTIONAL: Pre-Sale must be offered for all games at $4.00 for Students, $6.00 for Adults. All tickets at the gate to be $6.00. DISTRICTS: Pre-Sale must be offered for all games at $4.00 for Students, $6.00 for Adults. All tickets at the gate to be $6.00.

A. Complete Ticket Sales at the Gate form for each session and return to the District Board Treasurer with the Financial Report.

B. Team Passes - All players, the coach and assistant coaches, managers, and drivers of the vehicle transporting the players will be admitted at a PASS GATE by a typewritten list, certified by the administrative head of the school. THE PASS LIST INCLUDED IN THE PACKET WILL BE THE PASS LIST USED AT ALL SESSIONS.

C. THERE WILL BE NO PARKING CHARGES AT MIDDLE SCHOOLS OR HIGH SCHOOL TOURNAMENT SITES. The Host School will receive $.50 from each ticket sold at the gate in lieu of parking charges. This does not include any pre-sale ticket money.

IV. OHSAA SHARE AND DISTRICT BOARD'S SHARE:

V. OFFICIAL'S FEES: Officials fees are $70 per game for sectionals; $100 per game for districts. In addition, a travel payment of $1 per mile one-way, beginning at mile 51 from the official's directory address will be paid (e.g. if a tournament site is 65 from the official's home, the official would receive a $15 travel payment).

To determine travel payments, managers will use Mapquest or similar internet mapping programs. Managers are responsible for determining the correct amount to be paid to each official. Where practical, the manager should have checks ready no later than the conclusion of the game.

If an official is notified of a cancellation, or rescheduling, prior to departure the official will not receive any compensation. A telephone call to the contact number(s) the official has provided at least one hour prior to the normal departure time will be considered good notice. If an official is notified in route, the official will receive the travel payment but not the game fee. In these cases, the payment will be a minimum of $20. If after beginning the game is interrupted and not completed, the officials will receive full payment.

VI. MANAGER'S FEE: The Manager's fee for Sectionals shall be $200 flat fee, plus $10.00 per team, plus 1 % of the Total Gross Receipts, the total sum not to exceed $700. The Manager's fee for Districts shall be a flat fee of $275, plus 1 % of the Gross Receipts, the total sum not to exceed $800.00.

  VII. ENFORCEMENT OF REGULATIONS: It is the responsibility of the Tournament Manager to see that all regulations-those of the State Board of Control and those of the District Board-are enforced. He may delegate to someone, but he must supervise to see that all regulations are being followed. In the event of a problem, the Tournament Manager is accountable.

VIII. CHEERLEADERS: Number, admission, conduct, pyramids, etc., follow the State Manual.

IX. TRAVEL EXPENSES: Each participating team shall be allowed a Flat Fee of $8 plus 60 cents per mile, one way, for each game to cover its travel expenses.

X. SHARE OF PRE-SALE: Each Tournament Manager shall keep a record of the advance sales of each participating school. Each school will receive a refund of forty percent (40%) of its advance sales if the tournament operates at a profit. A record of the refund shall be kept on the form provided and the total for each school shall be listed under the heading of "meals" on the Financial Report.

XI. FAILURE TO RETURN TICKETS AND MONEY AT SPECIFIED TIME: All tickets and the money for those sold must be returned to the Tournament Manager, or his designee, by the time specified by the Tournament Manager. If, as determined by the Tournament Manager, a school fails to meet this deadline, the school shall have $100 deducted from its tournament earnings. The District Board will support any Manager who has to make this decision.

All computations of a school's earnings (travel plus pre-sale plus bonus) shall be completed and then the $100 deducted from the gross. Any amount deducted is then to be divided equally among the other participating schools and added to their earnings. If one school fails to meet a deadline more than once, $100 is to be deducted for each offense.

If two (2) or more schools fail to meet a deadline, none of them share in the distribution. In other words, if school A and school B fail to meet a deadline, school A does not get a share from school B, and school B does not get a share from school A. If there were sixteen schools in this tournament, the other fourteen would share the $200 equally.

Ticket sellers and ticket takers should not be at the same place at the same time. They should be separate.

BONUS: After deducting the total mileage allowance for all schools and 40% pre-sale for all schools, the remainder shall be divided among the participating schools on the basis of the number of games played.

XII. DEFICIT OPERATION: If a Tournament Manager finds that his or her tournament is operating at a deficit, follow this procedure:

A. Pay game officials and other personnel only.

B. Contact the District Board Treasurer before other payments are made.

NOTE: Under Information Item #2 on the bottom of the Financial Report form ­Managers are authorized to reduce all excessive expense accounts.

C. The District Board Treasurer shall apply the following priorities:

1. Operating expenses will be paid in full. The District will assume this as deficit, if necessary.
2. State Share, or that part of it which remains if there are insufficient funds to pay the full amount. (Boys Only).
3. District Board Share, or that part of it which remains if there are insufficient funds to pay the full amount.
4. Mileage (will be pro-rated if there are insufficient funds to pay the full amount).
5. Forty percent (40%) Pre-Sale (will be pro-rated if there are insufficient funds to pay the full amount).
6. Bonus (any remaining funds are to be distributed among the participating schools, pro rated according to the number of games each played).
XIII. DRAWING AND SEEDING MEETING:

A. MEETING - Each Tournament Manager shall hold a seeding and drawing meeting with the coaches or their representatives present. Girls: 01/20/08; Boys: 01/27/08.

1. Follow the seeding procedure approved for Basketball by the Northeast District Board.
2. Count all games played previous to the drawing meeting.
3. Each tournament will seed all Teams
4. It is the policy of the Northeast District Board not to re-draw tournament placements.
5. Questions concerning seeding procedures must be raised at the time they happened.
6. Final determination on seeding procedures will be made by the Tournament Manager.
7. If after a tournament drawing a team is withdrawn, that space on the bracket will become a bye.
8. If a team were added after the tournament drawing the tournament manager would place the team on an appropriate bracket space at random.
9. THE FINAL RESPONSIBILITY FOR INTERPRETING OHSAA SEEDING AND DRAWING PROCEDURES RESTS WITH THE COMMISSIONER'S OFFICE.

B. BRACKETS - OHSAA Tournament Brackets included in this packet must be used. HOME TEAM is top line, bottom line VISITORS.

Hospitality: The maximum allowable amount for Hospitality expenses is $150 for a sectional tournament and $100 for a district tournament.

The attached tournament seeding and drawing procedures adopted by the debate Northeast District Board are to be followed. If a question about the procedures occurs, it is essential that it be raised at the time it happens. After any discussion, the tournament manager will make the final determination.

If after a tournament drawing a team is withdrawn, that space on the bracket will become a bye. In the unusual event that a team would be added to the tournament after the drawing (such as due to an omission in assigning), the tournament manager would place that team on an appropriate bracket space.

  The final responsibility for interpreting OHSAA seeding and drawing procedures, as with all Board of Control adopted regulations, rests with the Commissioner's office.

XIV. HOME TEAM: Designation of home team is the Top Line and visitors Bottom Line to include such items as color of uniforms, locker rooms, benches to be occupied, basket for first half, etc., shall be established prior to the drawing.

XV. CHANGE OF DATE(S) OF PLAY AFTER DRAWING: Any change of date, site, or time of play after the drawing is held must be approved by the President of the Northeast District Board.

XVI. OFFICIAL'S CONTRACTS: As soon as Managers receive the list of assigned officials, contracts furnished by the District Board shall be issued.

Every effort must be made to be certain that an official has no, or has not had, affiliation with either of the two schools that are playing. This includes, but is not limited to: A graduate of one of the schools; a teacher in one of the schools; a resident of one of the communities (exceptions may be made in those cities with more than one high school) etc. If the official has affiliation with one of the schools, or has had, he is not to officiate the game.

No coach, assistant coach, trainer, statistician, etc., (anyone occupying a seat on the bench or scoring table) of one of the competing schools in the tournament shall serve as an official in any other game of the tournament.

Names of officials are not to be revealed prior to any game to anyone, including Principals, Coaches, Press, etc.

XVII. PRACTICE ON TOURNAMENT FLOOR: Each Sectional Tournament team may have a practice session on the tournament floor if such practice can be made available to all schools and if such practice can be arranged by the Tournament Manager. However, the participating school shall pay any rental charge for such practice. Permission for practice on a District Tournament floor shall be left to the discretion of the District Manager, except it is strongly recommended that such practices be limited to those teams who have not had access to such floor during the basketball season (including tournament play), and that any rental charge for such practice shall be deducted from the Bonus of the practicing school by the Tournament Manager.

XVIII. TOURNAMENT SITE INSPECTION: Return the Tournament Site Inspect form completed and signed to the Secretary of the District BEFORE the tournament opens.

XIX. AGREEMENT FORM: Return one copy of the Agreement Form, properly signed, to the Secretary of the District Board BEFORE the tournament opens.

RADIO REGULATIONS 1. Application for radio broadcast should be made directly to the Tournament Manager by the radio station.
2. If broadcasting space is limited, allocation of space should be on a first come, first serve basis.
3. If no broadcasting space is available and regular admission seats are available and must be displaced to provide space for broadcasting, the radio station shall pay the adult admission price for each seat displaced, in addition to the established rights charge per game.
4. A maximum number of three seats may be provided for the working crew per game. Under no circumstances should more than three be provided.
5. After permission is granted to broadcast, the radio station is responsible for installation of lines and all expenses incurred.
6. No radio station shall be issued complimentary tickets in addition to space in the radio section, nor should complimentary tickets be issued to personnel from stations not broadcasting the tournaments.
7. No sponsorships that include beer, wine, liquor, tobacco, patent medicines, political parties or candidates or any other advertising not considered in agreement with the philosophy of the high school athletic program are acceptable. This includes all direct broadcasting as well as tape replays of games.
8. The District Athletic Board and the OHSAA reserves the right to discontinue the broadcasting by any station at any time in the event previous broadcasting by the station is considered to have been in poor taste or incompatible with the educational dignity and propriety of the Association.
9. All rights charges per game are payable in advance, and the Tournament Manager shall include these under tournament receipts as indicated in the Financial Report for the Tournament.
10. Refer to the State Manual, current edition, for the fee schedule. Broadcasting fees are to be itemized on the form provided.
11. The fee for delayed broadcasts shall be one-half of the live broadcast fees and shall not be used until after 10:30 the night of the game.
12. Out-of-state stations shall be charged the same rate as the Ohio stations which are located in the area of the tournament center.
