TOURNAMENT REGULATIONS

NORTHEAST DISTRICT BOARD OHIO HIGH SCHOOL ATHLETIC ASSOCIATION

I. FINANCIAL FORMS: A copy will be received by the manager from the OHSAA. A copy is to be sent to the Treasurer of the Northeast District Board. As quickly as possible after the completion of the meet, complete and send to the Treasurer his copy for approval. Should there be a profit from the meet, send this money along with the report. Make the check payable to the Northeast District Athletic Board. Once the Treasurer has received the report he will approve and return a copy along with a receipt for any money sent. Should there be a deficit, the Treasurer will approve your report and will return a copy along with a Board check to cover the deficit.

II. TOURNAMENT PERSONNEL REPORT is to be submitted to the Treasurer along with the financial report. It must include every individual that receives payment for services rendered. Total payment on the tournament personnel report must equal the subtotal under SERVICE.

III. ASSIGNED SCHOOLS: Schools have been assigned on the basis of information provided by the State office. It is possible, however, that additional schools may file as a "late entry "or elect to "withdraw". In either case, this is to be done through the OHSAA office and will entail a fee of $150.00. Managers will allow additional entries ONLY after notification from a District Board representative. All entries may consist of full or partial teams.

IV. ADMISSION FEES: The Northeast District Board has adopted the following admission fee policy for all District Meets:
1. First Day (Preliminaries) - $6.00 Adults; $4.00 Students
2. Second Day (Finals) - $6.00 Adults; $4.00 Students

V. PASSES: The issuance of passes is at the discretion of the meet manager. Managers are expected to exercise good judgment in determining who is eligible for passes. Passes should be used only by those who are entitled to them.

VI. The Northeast District Board in conjunction with the State office has adopted the following fee schedule for the payment of personnel. Managers are expected to follow this scale and are not expected to purchase other gifts such as jackets, clip boards, etc which, in turn, would be charged to the District Board for payment.

Registered officials shall receive $1.00 per mile, one way, beginning with mile 51. Non-registered officials shall not receive a mileage allowance.

In all District Track and Field Tournaments in the Northeast District, the Referees (Running and Field), the Starters, the Head Umpire, the Head Place Judge, and the Head Timer shall be OHSAA registered officials.

Other personnel may be employed by the tournament manager as required to run a safe and efficient meet. These may include police, custodial help to prepare and clean-up site, ticket seller, gate keeper, trainer, etc.

All personnel receiving payment for an assignment must be paid directly by check from the tournament manager. An accounting of all paid personnel must be made to the Northeast District Board on the financial report received from the Board.


VIII. MANAGER'S FEE: The District Board has adopted the following Manager's fee for all Northeast District Track and Field Meets: $150.00 plus $7.50 for each participating team. The $150.00 fee is allowed for EACH boys and/or girls meet since each meet is scored separately.

IX. OTHER EXPENDITURES: The Northeast District Board requests that extremely sound judgment be used in the number of paid employees, the amount paid to each, and in the purchase of equipment and/or supplies. Tournament managers are not expected to pay excessive amounts to personnel or in the purchase of equipment necessary to run a safe and fair meet.

X. ORDER OF EVENTS: The order of events shall be run in accordance with the recommendations of the State Board of Control and the District Board.

XI. PRELIMINARY HEATS: In all Northeast District Track and Field Meets, when preliminary heats are run, such heats will be run in a balanced manner and in accordance with National Federation guidelines.

XIl. TROPHIES: Trophies will be awarded in the District Meets and will be ordered by the State office for delivery by the supplier to the respective tournament managers. Tournament managers are urged to open the trophy box immediately upon delivery for inspection. If awards are damaged or missing, tournament managers should call the OHSAA office immediately for additional awards. Call 614-267-2502.
