TOURNAMENT REGULATIONS

ASSOCIATION TOURNAMENT REGULATIONS BOY/GIRLS TENNIS 2007-2008

I. MANAGEMENT PERSONNEL: There shall be four positions for the handling of all matters in connection with the Sectional and District Tennis tournaments in the Northeast District. These shall be: Secretary of the Northeast District Board, Treasurer of the Northeast District Board, Tournament Manager and Site Manager.
A. Secretary of the Northeast District Board: The Secretary shall:
1. Prepare and distribute all regulations and such other correspondence as the Board shall direct.

B. Treasurer of the Northeast District Board: The Treasurer shall:
1. Prepare and distribute all financial report forms, other than those of the State Office, as required by the Board.
2. Receive and approve all Financial Reports from the respective Tournament Managers. Upon approval, he shall return a copy to the Tournament Manager, along with a receipt for any profit or Board Check to cover any deficit.
3. Prepare a composite financial report to include all sectional and district tournaments for which the Board is responsible and distribute these to the Board and to the Tennis Manager.

C. Tournament Manager: The Tournament Manager shall:
1. Adhere to the playing dates established by the District Board.
2. Conduct a seeding and drawing meeting in accord with the regulations of the State and District Boards.
3. Assign tournament game sites and managers, to be approved by the District Athletic Board and see that all regulations of the State and District Boards are understood by the respective site managers.
4. Approve all expenditures, including number of personnel necessary to be employed to conduct a safe and fair contest, at each site.
5. Assign all contracted officials to specific matches and sites. maintain a checking account, depositing all receipts, and paying all bills, including wages at all sites, by check.
6. Receive the gross receipts for each tournament game from the Site Manager, together with a detailed report of the income and a list of the disbursements to be made.
7. Prepare a Financial Report, to include an attached copy of each game report from the respective Site Managers, as required by the Board, and submit this to the Treasurer for his approval.

D. Site Manager: The Site Manager shall:
1. Act at the direction of the Tournament Manager.
2. See that the site is properly prepared to assure a safe and fair contest, that all necessary equipment is on hand and in working order, that all personnel is in place and informed as to their duties and responsibilities, and that all regulations of the State and District Boards are followed.
3. Turn over all receipts to the Tournament Manager immediately following the contest, and prepare and submit within one week following the contest a Financial Report on a form to be provided by the Treasurer and approved by the Board. This report is to include a list of all income (gate receipts, TV, radio, and comps), a list of any bills (invoices to be attached), and a list of all personnel to be paid, complete with an address for each.

II. FINANCIAL FORMS: Financial Forms will be sent directly to the Manager from the State Office. By action of the District Board, there is no Bonus to be paid. The only Financial Report to be prepared and submitted to the Treasurer is that which shows expenditures. The Treasurer will check your report and return an approved copy along with a check to cover your deficit.

III. INFORMATION FOR SECRETARY AND TREASURER: These two positions have been separated, and questions concerning tournament finances should be directed to the Treasurer. All other questions should be directed to the Secretary.

IV. LATE ENTRIES: Schools have been assigned on the basis of information provided by the Association office, and it is generally expected that there will be no more schools requesting admission. However, there is a provision for the Commissioner of the OHSAA to approve late entries for the tournament.

Any request for a late entry must be submitted to the Commissioner, 4080 Roselea Place, Columbus, Ohio, 43214 and accompanied by a fee of $150.00. A decision will be made in accordance with the policy of the OHSAA and the District Board Secretary will be notified immediately.

Tournament Managers are not to handle such requests and may permit a school in the tournament only after being notified by the District Board Secretary.

V. BALLS: The balls will be provided by the District Board. Distributed on a ratio of a maximum of three balls per match in both the Sectional and District Tournaments. A receipted bill must be submitted to the Treasurer for any additional balls purchased.

VI. RENTAL OF FACILITIES: Every effort should be made to conduct all tennis tournaments on outdoor courts, but when it is necessary because of inclement weather to move inside, a receipted bill must be submitted along with the Financial Report to the Treasurer for reimbursement of the Tournament Manager. Participants or their schools are not to be required to pay for such rental since this is a legitimate tournament expense. However, Managers are to use such facilities in an emergency only.

VII. MANAGER'S FEE: The Manager's Fee for both the Sectional and Districts is $150.00 flat fee plus $4.00 for each participating school. If a manager has two tournaments, one in each class or Sectional and District, the flat fee is allowed for each.

VIII. OTHER PERSONNEL: Scorers, Line Judges, and Referees are not to be paid. If volunteers are not available, then participants must be placed on their honor. Court officials may be employed as required, in the judgment of the Manager, for a safe and efficient tournament. Fees are to be paid in line with those paid during the regular season.

IX. MULTIPLE SITES: When this occurs, there must be a site manager at each site.

X. TEAM PARTICIPATION FORM: This form is to be returned to the State Office immediately. Do not hold or wait until you have completed your financial return. RETURN IMMEDIATELY.

XI. SCHEDULE OF MATCHES: The Northeast District Board realizes that a shortage of courts often presents a problem in the scheduling of matches. However, it encourages the scheduling of matches as much as possible so as not to interfere with school times for both the participants and their coaches.

XII. SEEDING & DRAWING & BRACKETS: Each tournament manager will hold a seeding & drawing meeting with the coaches or their representatives. The OHSAA tournament brackets are included in your packet and must be used. No more that $50.00 may be spent on seed meeting expenses.

XIV. HOSPITALITY/REFRESHMENTS: Allowance not to exceed $50.00 per tournament.
