I. DATES OF PLAY: Separate Copy
Sectional tournament games will be played at the site of the HOME team on the bracket unless the tournament manager finds the site unsuitable. In such a case, the tournament manager will select the site. Generally, it would be the other team's field. In instances of such site reversal, there will be no change in home/visitor status as determined by bracket. The top line on the bracket will be the home team.
Decisions about postponements/rescheduling should be made by the tournament manager. Playing the first clear day after postponement has proven most successful where possible logistically. Starting times should be avoided which conflict with the regular school day. Managers should be aware of special school events, such as prom, and work around such events when possible.
Umpires ranking high enough based on the voting conducted by the state office to receive district tournament assignments have been assigned and placed under contract for each tournament. Additional umpires beyond those assigned by the District Board will be needed. They will be obtained at the discretion of the Tournament Manager. The Manager could assign the district umpires additional games, utilize other umpires, get umpires through a local umpires association, etc. Any umpire used must be eligible.
The "game site" should designate someone to serve as a Site Manager. It is recommended that this person be someone other than the varsity Baseball coach, and he shall be responsible to see that the diamond is prepared properly for play; that the necessary equipment, such as bases, is on hand; that the game is conducted in a fair and safe manner by being present during the contest; that the Tournament Manager is properly notified of the results; and that any other directives from the Tournament Manager are carried out.
The Tournament Manager will provide the balls for the game and should be prepared to distribute them at his drawing meeting. The "site coach" can take them with him to the Site Manager.
II. SEEDING AND DRAWING All teams entered at each tournament will be seeded by a coaches vote. After all teams are seeded, they will place themselves on the bracket in accordance with the procedure adopted by the Northeast District Athletic Board. It is the policy of the Northeast District Board not to re-draw tournament brackets.
The tournament seeding and drawing procedures adopted by the OHSAA Board of Control and Northeast District Board are to be followed. If a question about the procedures occurs, it is essential that it be raised at the time it happens. After any discussion, the final determination will be made by the Tournament Manager.
If after a tournament drawing a team is withdrawn, that space on the bracket will become a bye. In the unusual event that a team would be added to the tournament after the drawing (such as due to an omission in assigning), the tournament manager would place that team on an appropriate bracket space at random.
The final responsibility for interpreting OHSAA seeding and drawing procedures, as with all Board of Control adopted regulations, rest with the Commissioner's Office.
Tournament seeding and drawing meetings are scheduled for Sunday April 27, 2008 at 2:00 PM.
III. DISTRICT TOURNAMENTS: The Northeastern District Board will conduct a pre-draw for all District Baseball Tournaments in time for results to be mailed to each Sectional Manager before his drawing meeting is held in order that coaches can be informed. This pre-draw will also designate which team is to be the visiting team and which is to be the home team in District play.

V. UMPIRES: Two Eligible Class One Umpires are to be used in Sectional play and three Eligible Class One Umpires in District Play. The District Board has set a uniform fee for umpires as follows: Sectional game $55 per Umpire. District game - $70 per Umpire and a travel payment of $1.00 per mile one way after the first 50 miles from the officials directory address to the tournament site, for both Sectional & District tournaments
VI. PASSES: A pass system should be developed similar to that which is used in the regional tournament. Total attendance in the district tournament should include student admissions, adult admissions, and comps. Comps should be counted once.
VII. ADMISSION FEE: No admission will be charged in the sectional tournament. In the district tournament, admission will be $6.00 for adults and $4.00 for students. There will be no presale.
VIII. MANAGER'S FEE: The Manager's fee for Sectionals is $150 and Districts is $175 Flat Fee plus $7.00 for each participating team. The Flat Fee is allowed for each class participating in a tournament.
IX. OTHER PERSONNEL: Numbers of other personnel and the amount of pay for each is at the discretion of the Tournament Manager. It is expected that the Tournament Managers will use discretion in this, using only those persons that are absolutely necessary to insure a safe and fair contest for all teams and spectators.
X. TROPHIES: There are no Sectional awards by order of the State Board of Control. Trophies will be awarded in the Districts only and will be ordered by the State Office for delivery to the District Manager from the supplier. The District Manager should open the trophy box immediately upon delivery for inspection. If short and/or damaged, call the Commissioner's office immediately to report same. Phone: 614-267-2502.
XI. FINANCIAL FORMS: For tournaments with multiple divisions, etc., a single, combined financial report may be completed.

A copy will be received by the Manager from the OHSAA. A copy is to be sent to the Treasurer of the Northeast District Board. As quickly as possible after the completion of the Tournament, complete and send to the Treasurer his copy for approval. Once the Treasurer has received your report, he will approve and return a copy along with a receipt for any money sent. Should there be a deficit, the Treasurer will approve your report and will return a copy along with a Board check to cover the deficit. Due to the wide variety in facilities and circumstances, it is not feasible to establish a district-wide standard for operating costs. Some sites will operate at a deficit due to poor attendance, bad weather, etc. To offset these losses, it is necessary for those sites with average attendance or greater to operate at a profit. Efforts will be made to replace sites unable to operate in such a fashion.
XII. TOURNAMENT PERSONNEL REPORT is to be submitted to the Treasurer along with the Financial Report, and must include every individual that receives payment for services. Total payment on the Tournament Personnel Report must equal the SUB-TOTAL under SERVICES.
